The 24th edition of the Latin American Business Environment Report (LABER) is live!

You can flip through the report on ISSUU, or view the PDF here.

The LABER includes a review of the business, investment and legal environments in all of the Latin American states. As in past years the goal of the Report is to provide an accessible, balanced evaluation of the economic, social, political, policy and legal developments that affect the region’s business and investment climate.

The 2025-2026 LABER was created by: Pilar Useche (Professor, Center for Latin American Studies and Department of Food and Resource Economics, University of Florida), Timothy E. McLendon (Center for Governmental Responsibility, Levin College of Law, University of Florida), Brian Gendreau (Richardson Faculty Fellow, Clinical Professor of Finance, Warrington College of Business, University of Florida), and Jorge Avila (Assistant Professor, Economics, Colegio de Economía, Universidad San Francisco de Quito).

LABER is a publication of the Latin American Business Environment Program (LABEP) in the Center for Latin American Studies in collaboration with the Center for Governmental Responsibility (CGR) in the Levin College of Law at the University of Florida.
